What Is the PCOC?

The Pleasure Craft Operator Card (PCOC) is Canada's mandatory boating competency certificate. Under the Competency of Operators of Pleasure Craft Regulations (SOR/99-53), every person who operates a motorized pleasure craft in Canada must carry proof of competency.

This is NOT a "license" in the traditional sense — you do not need to renew it. Once earned, your PCOC is valid for life.

Who Needs One?

Every single person who operates a powered pleasure craft in Canadian waters. This includes:

  • Residents and non-residents of Canada
  • Anyone operating a boat with any type of motor (including electric trolling motors)
  • Persons of any age (though minors under 16 have horsepower restrictions)

How to Get Your PCOC

  1. Study: Review the Transport Canada safe boating guide or take an online course from a TC-accredited provider (BOATsmart!, BOATERexam.com, etc.).
  2. Write the Exam: The exam is a minimum 50 questions covering navigation rules, safety equipment, emergency procedures, and regulatory requirements.
  3. Pass Mark: You must score 75% or higher.
  4. Receive Your Card: Physical card mailed to you. Keep it on board at all times.
  5. Cost: Typically $29-$50 CAD depending on the provider.

PCOC vs PCL — They Are NOT the Same Thing

This is the #1 source of confusion among Ontario boaters:

Your PCL number must be displayed in 3-inch high contrasting block letters on both sides of the bow. If yours are peeling, faded, or the wrong size, fix them before launch.

Penalties for Non-Compliance

  • Operating without PCOC: $250 fine (first offence).
  • Allowing an unlicensed minor to operate beyond HP limits: $250 fine to the supervising adult.
  • Refusing to produce PCOC on demand: Vessel may be detained by OPP Marine Unit or RCMP.

Common Myths Debunked

Myth: "I don't need a PCOC for my canoe with a trolling motor." Fact: Any motorized vessel requires a PCOC, including canoes and kayaks with electric motors.

Myth: "My US boating license works in Canada." Fact: US state boating certifications are NOT recognized as equivalent. US visitors must obtain a Canadian PCOC or carry approved proof of competency from their home jurisdiction plus valid government-issued ID.

Myth: "I've been boating for 30 years, I'm grandfathered in." Fact: True — IF you can provide a signed declaration that you operated a pleasure craft before April 1, 1999. However, carrying the PCOC is far easier than arguing with an OPP officer on the water.
