The Legal Standard for Canadian Boaters

Failure to carry Transport Canada-approved safety equipment on your boat can result in massive fines by the OPP (Ontario Provincial Police) or the Canadian Coast Guard Marine units. Requirements scale strictly based on the hull length of your vessel.

Crucial Compliance Check: Aside from physical gear, ALL motorized vessels exceeding 10hp in Canada MUST clearly display their Pleasure Craft License numbers on both sides of the bow in 3-inch block lettering. Non-compliance carries an immediate $250 fine.

Personal Flotation Devices (PFDs)

You must have one Canadian-approved standard lifejacket or PFD for every single person on board. They must fit the specific passenger (child sizes for children) and be in good working condition without tears. Inflatable PFDs are only valid if the wearer is 16+ years old and actually wearing them in an open boat.

Equipment by Vessel Length: Up to 6m (19.7 ft)

This covers kayaks, canoes, PWC (SeaDoo), and standard aluminum fishing boats.

  • PFD: 1 per person on board.
  • Buoyant Heaving Line: 1 line measuring at least 15 meters (50 feet).
  • Bailer or Bilge Pump: 1 manual bailer or installed manual/electric bilge pump.
  • Sound Signaling Device: A pealess whistle or compressed gas horn.
  • Navigation Lights: Required only if operated after dark or during restricted visibility (fog).
  • Fire Extinguisher: 1 Class 5BC fire extinguisher if the boat has an inboard engine, fixed fuel tank, or fuel burning appliance.
  • Waterproof Flashlight OR Flares: 1 watertight flashlight OR 3 Canadian-approved flares (Type A, B, C, or D).

Equipment by Vessel Length: 6m to 9m (19.7 ft to 29.5 ft)

  • PFD: 1 per person.
  • Buoyant Heaving Line: 15 meters minimum.
  • Bailer/Bilge Pump: Required.
  • Sound Signaling Device: Required.
  • Navigation Lights: Required if operating at night.
  • Magnetic Compass: Not required if within sight of navigation marks, otherwise required.
  • Fire Extinguisher: 1 Class 5BC.
  • Visual Signals: 1 watertight flashlight AND 6 Canadian-approved flares.

Pleasure Craft License (PCL) vs Operator Card (PCOC)

Many boaters confuse these:

  1. PCOC (The Card): Your "boater's license" proving you passed the exam. You must carry the physical card on board.
  2. PCL (The Registration): The unique "ON" number assigned to the hull. This number MUST be displayed on the port and starboard bow in 3-inch high, contrasting block letters.
